PROVISIONS
on the holding of the I International Internet Competition
«CONNECTING THE SHORES OF THE OCEANS AND THE SEAS»
These Regulations determine the procedure for organizing the I International Internet Contest “Connecting the Shores of the Oceans and the Seas” — hereinafter referred to as the “Contest”.
Competition is initiated by the Association of Artists of the Kamchatka Territory (Russian Federation).
The competition is held among people of different ages living in the territory of the Russian Federation and other countries.
- Aims and objectives of the Competition
The purpose of the Competition is to identify talented people in various areas of art, to create conditions for the development of international contacts in the field of art.
The objectives of the Competition are:
- creating conditions for self-realization of a creative person at any age;
- expansion of creative contacts of art workers;
- development of respect for world cultural achievements;
- strengthening international ties and cooperation through creative interaction in the field of culture.
- Founders and organizers of the Competition
The founder and organizer of the Competition is the Association of Workers of the Federation of the Kamchatka Territory (Russian Federation).
The competition is supported by the Ministry of Culture of the Kamchatka Territory.
- Nominations of the Competition
The competition is held in four nominations:
1) “Instrumental performance. Soloists «in directions: piano, orchestral string instruments (violin, viola, cello, double bass), orchestral wind instruments (flute, clarinet, oboe, bassoon, trumpet, horn, trombone, tuba), folk instruments (balalaika, domra, button accordion / accordion, guitar);
2) «Vocals. Soloists «in directions: academic, folk, pop.
3) «Fine arts» in the directions: painting, graphics.
4) «Artistic word».
In all nominations and directions, the competition is held in 5 age categories (the age at the time of application is taken into account):
- I category — participants under the age of 12 inclusive;
- II category — participants aged 12-18 years old inclusive;
- III category — participants aged 18-25 inclusive;
- IV category — participants aged 25-55 years inclusive;
- V category — participants over the age of 55 without restrictions.
- Conditions of the Contest
The competition is held in one round for all performers from the regions of the Russian Federation and other countries. Anyone can participate in the Competition (regardless of age, gender, citizenship, race, education and social status).
Competitive auditions are held in the form of auditions via video recordings (for the nominations «Instrumental performance. Soloists», «Vocal. Soloists» and «Artistic word»), as well as viewing photographic materials (for the nomination «Fine Arts») presented by the contestants.
- Program requirements of the Competition
In the category “Instrumental performance. Soloists ”the participant presents a video recording of the performance of two compositions of different character in any genre. The playing time of the competition program is no more than 15 minutes.
In the nomination “Vocals. Soloists ”the participant presents a video recording of the performance of two compositions of different style/genre in any genre. The playing time of the competition program is no more than 15 minutes.
In the «Fine Arts» nomination, the participant provides a completed composition on a free theme. The size, material and technique of the work are at the discretion of the participants. Participation in the competition for works completed not earlier than January 1, 2020 is allowed.
In the nomination «Artistic word» the participant provides a video material with the performance of prose, poem, literary composition, monologue. The playing time of the competition program is no more than 15 minutes.
- Requirements for the materials submitted for the competition
Requirements for video materials:
- video filming is performed without turning off and stopping the video camera from the beginning to the end of the program execution, without editing;
- during the performance, the hands, instrument and face of the performer must be clearly visible on the video;
- post-processing of the video is not allowed;
- the entry must be made specifically for the competition;
- if it is impossible to make a recording specifically for the Competition, it is allowed to participate in videos made not in preparation for the Competition, but not earlier than January 1, 2020;
- the title of the file has to contain the name of the participant, the name of the work and the age category;
- if the threshold for the playing time of the program (15 minutes) is exceeded, the organizers have the right not to allow the recording to participate in the competition.
Requirements for photographic materials:
- photographic material is provided in JPG format with a resolution of at least 800 pixels on the larger side and a file size of no more than 5 Mb;
the title of the file contains the name of the participant, the name of the work and the age category.
Video recordings and photographic materials that do not meet these requirements are not allowed to participate in the competition.
- Deadline

| September — October 2021 | Gala concert and art exhibition of the works of the laureates of the Competition. |
- Jury of the Competition
To evaluate the performances, a jury is formed, which includes outstanding musicians, leading teachers of specialized educational institutions in Russia and other countries of the world. The composition of the jury is presented on the website of the Competition www.berega.artkamchatka.ru.
At the competition, not a competitive, but a qualification principle of evaluating the competitive program is applied, taking into account the age category of the participants. The performances of the Contest participants are evaluated on a 100-point system. The score sheets and comments of the jury members is a confidential information and will not be displayed or given out.
Jury of the Competition:
- awards the title of laureates of I, II and III degrees in each age category, as well as the title of diploma winners;
- establishes special prizes, awards certificates and gratitude to teachers, accompanists, etc.;
- forms the program of the Gala Concert and the composition of the art exhibition, in which the laureates of the Competition take part;
- reserves the right to award not all prizes and diplomas;
- decides on the division of the prize.
The jury’s decision is final and not subject to revision. The decision is published on the website of the Competition www.berega.artkamchatka.ru no later than May 31, 2021.
- Awarding of winners
Participants of the Competition who win I, II and III places in each age category are awarded with Laureate Diplomas, special prizes and prizes, they are awarded the title of “Laureate of the International Competition”.
Participants of the Competition who win the IV place are awarded a Diploma and awarded the title «Diploma of the International Competition».
- Funding and Prize Fund of the Competition
The prize fund of the Contest is formed at the expense of the founders, organizational fees, sponsorship.
The registration fee for participation in the Competition is:
- upon receipt of award materials in electronic form — 1500 (one thousand five hundred) rubles (for residents of Russia) and 25 (twenty-five) US dollars (for foreign participants), excluding the bank’s commission;

Organizations, enterprises of various forms of ownership, individuals have the right to establish special prizes, agreed with the organizing committee before the final meeting of the jury.
The expenses associated with participation in the Gala Concert and the Art Exhibition (travel to and from the venue, daily allowance, accommodation, meals) are borne by the sending organizations.
- Procedure for participation in the Competition
To participate in the Competition, you must provide:
- Scanned application of the participant of the competition (for foreign participants, the application is made in English).
- Scanned consent to the use of personal data.
- A link to the video uploaded to one of the public Internet resources (YouTube, Yandex Disk or Files@mail.ru)
- A scanned receipt of payment of the entrance fee.
Applications for participation in the Competition are accepted no later than May 10, 2021. The application will not be accepted for consideration without payment of the entrance fee.
APPLICATIONS FOR PARTICIPATION of the established form are sent in 2 copies: in the format «Microsoft Office Word» and in a scanned version with signatures and seals. Applications are filled in in accordance with the submitted sample (Appendix No. 1). For foreign participants, the application is made in English.
CONSENT TO PROCESSING OF PERSONAL DATA in accordance with Appendix No. 2 of this regulation (up to 18 years old) is filled out by the parents or legal representatives of the participant, in accordance with Appendix No. 3 of this provision (from 18 years old and older) is filled out personally by the participant.
Documents are sent by e-mail (in the form of an «attached file») to the address: artkam@inbox.ru with the subject line «Competition».
Changes in the program specified in the application after its receipt by the organizing committee are not allowed!
After sending the application to the specified address, a response message about the acceptance of the application from the organizing committee should be expected.
Additional conditions for participation:
By participating in the Competition, performers automatically waive their rights to material compensation in connection with the publication and distribution of photographs and music videos on CD, DVD or on the Internet.
The organizing committee has the right to use and distribute (without paying fees to the participants of the competition) audio and video recordings, other printed materials produced during the events of the competition following its results.
Organization fees are non-refundable!
Having submitted, the participant of the Competition, being a citizen of the Russian Federation, gives consent to the use of his personal data to realize the institutional goals of the Association to the extent that it is necessary to fulfill the obligations under the law and regulations (same goes for the use of photos and videos taken for or during events, used on YouTube or on the website of the Association / Competition). That data might also be used for sending information about new events in accordance with current legislation (Federal Law No. 152-ФЗ dated July 27, 2006 “On digital data «,» Code on the protection of electronic data «No. 101/2018, as well as in accordance with EU decree. GDPR No. 2016/679). Personal data means any information relating to a specific person or determined on the basis of such an individual (subject of personal data), including his last name, first name, patronymic, age, educational institution, head of the competition, place of residence, postal and e-mail addresses. The participant of the competition guarantees the availability of the necessary consent of the parents (legal representatives) to use the personal data of the participants of the competition, and bears all responsibility for the information provided.
Personal data of participants who are residents of the Russian Federation is processed in the manner prescribed by the legislation of the Russian Federation. The fact of sending the Participant’s Application or registering in competitive events of non-resident participants of the Russian Federation is a guarantee of the consent of the participant of the competition (legal representatives) of such participants in the data processing in accordance with the current regulations in the Russian Federation.
General provisions
The organizers of the Competition are not responsible for the use of the competition works by the participants. All property claims, including those of authors and holders of related rights, can only be addressed to the participant of the competition.
Participation in the Contest implies the unconditional consent of the participants to all clauses of this provision.
The organizing committee accepts claims to the organization of the competition by e-mail (in the form of an «attached file») to the address: artkam@inbox.ru with the subject line «Competition. Claims «. We will definitely consider them and take into account your wishes.
Failure to comply with the terms of this Regulation entails exclusion from participation in the festival. The organizers reserve the right to make changes and additions to the conditions and program of organizing and holding the competition.
